1. I have further considered your despatch under reference in the light of subsequent semi-official correspondence ending with
MacDougall's letter of the 8th June 1948 to Sidebotham.

I agree that the leave reserve requires to be recalculated and that the basis of calculation set out in enclosure 1 to your despatch is suitable for this purpose. (In my telegram No.151 of 4th February, 1949, I have approved a revised establishment of gazetted officers in the Police Force calculated on this basis).
