1. The Governor wishes us (a) to approve the increase of the establishment of Administrative Officers by one, as a temporary measure at least, and, then, (b) to approach Mr. Hayward, offering the terms quoted in paragraph 1 of (11).

2. As to (a), the position regarding the Hong Kong Administrative establishment is rather confused, but what is certain is that Hong Kong wants a considerable increase in it see (6) and
(7) on the 1947 file and (9) on this file. position will have to be cleared up in the near future we have been waiting to get the Treasury control question quite settled first. Meanwhile I suggest that we can approve the increase of one post now asked for, and further that the Treasury control question is quite sufficiently settled now for this to be done without reference to the Treasury. I pass through Mr. Bourdillon (in

Mr. Palmer's absence) for his advice on this point.
I pass also through Mr. King to note if there is any objection from C. S.D. point of view to the increase of establishment by one immediately proposed. The present sanctioned establishment is 35 (see 6 on the 1947 file).
3. Assuming the increase in establishment can be approved, may Mr. Hayward be approached forthwith on the information we have in (11), (12) and (13)? I have amended the draft telegram (in fact I have put in a clean draft) on this assumption. If further information is required from Hong Kong before Mr. Hayward can be approached, perhaps Mr. Terrell will amend the draft accordingly. suggest that copies of (11), (12) and (13) should go to Mr. Hayward's P.F. 63994 E. A.
