At No. the Governor requests approval for an increase in the estab. of Cadet Officers from 35 to 48, the reasons being set out at some length in the despatch:- a) that demands on the Cadet Service have increased and it is necessary to have 30 officers always available for duty, and b) owing to recent modifications in the conditions of service, the leave factor is such that even fewer officers are available for duty than before the war.
I think all that is wanted at the moment is a short letter to the Treasury asking for approval and I have put up a draft accordingly.
