The Humble Petition of the European Inspectors'
Association of the Hong Kong Police Force.
SHEWETH:
1. That Your Petitioners are the European Inspectors' Association of the Hong Kong Police Force
whose membership consists of European Police Inspectors howsoever recruited.
2. That Your Petitioners have already presented a Petition to His Excellency the Governor of Hong
Kong seeking revision of the recommendations of the Salaries Commission Report 1947 but feel that his reply
was not sympathetic, nor did it take full consideration of the points raised.
3. That Your Petitioners have been served with Forms A Salaries Revision 1947 by which they were
given unconditional and irrevocable option either to remain on the salary and conditions of service then
obtaining, or to convert to the revised salary and conditions of service which were not then completely
formulated. That the payment of arrears of salary payable to compensate for the admittedly inadequate pay
during 1947-1948 would not be authorised until the option had been accepted. That no compensation has been
paid for the period 1945-1947. Further that most of our members were so distressed financially under the
old conditions of salary that they had no alternative but to accept the new conditions of pay and the un-
formulated conditions of service.

4. That in view of the opinion expressed in paragraph 89 of the Report of the Salaries Commission
(hereinafter referred to as 'The Salaries Report') which is quoted in paragraph 6 hereof it was manifestly
inequitable for Police Officers either to accept the new conditions (which have as yet not been definitely
formulated but which appear to be far from acceptable, and which Your Petitioners submit require substantial
amendments) or to remain on salary and conditions of service which admittedly required radical revision,
otherwise no arrears of salary could be authorised.
5. That the recommendations of the Salaries Commission were not in accordance with the Colonial
White Paper 197, 1947 which states "Generally, the conditions under which officers serve should be reviewed
in order to increase the amenities and attractiveness of the Colonial Service and to minimise the discom-
forts and disadvantages which work in the tropics is liable to entail" inasmuch as in existing circumstances
the new conditions do not increase the amenities and attractiveness of the service but on the other hand
in many ways accentuate the discomforts and disadvantages which work in the tropics is liable to entail.

6. That Your Petitioners support the opening sentence of paragraph 89 of the Salaries Report namely;
"A well organised, adequately paid and contented Police Force is a pre-requisite to law and order and to
good administration.
7. That the Salaries Report makes many recommendations which involve drastic changes in the allowances
and perquisites which Police Officers enjoyed in the past and which it is submitted are not adequately
