Owing to the increase in the value of goods and the consequent
decrease in the purchasing value of money, the maximum penalties
laid down in the penalty sections of the Dangerous Goods Ordinance,
1873, the principal Ordinance, are no longer sufficiently detefrent.
It is therefore proposed by this Bill to amend the principal Or-
dinance to raise all the maximum penalties by 300%. 1
