During the occasion of the visit to Hong Kong of
the Rt. Hon. the Earl of Listowel, Minister of State for Colonial Affairs, at an interview granted, in your presence I raised the question relating to the Pre-War Officers conditions.
I have taken the honour to address to His Lordship a communication in an attempt to place before him as concise as possible the facts of which I outlined at the interview.
