With reference to our conversation regarding the impending

promotions.

I would, after further consderations and consultations,

again request you that these promotions be deferred until you can give

more consideration to the subject.

With reference to a memo. dated 12.3.47 from the Chairman

in your absence, I have given consideration to the deferment of

impending promotions.

It is necessary for the stability of the Fores that

the vacancies in the senior ranks should be filled by substantive

promotions as soon as possible and I am unable to accept the

suggestion that they should be deferred.

3.

Candidates for the rank of Chief Inspector are considered

by a board of the five most senior gazetted officers in the Police Force

Recommendations are made by this board to me on a directive given by me and any promotions made will be my responsibility as a matter for which I am responsible to Government.
