In a memorandum dated 8/8/47 from the Commissioner of

Police I am instructed that in future correspondence on the above matter should be addressed to you. (copy attached).

It will be seen that paras. 1 and 2 of the Commissioner of Police's memo. deals with the subject of "extensions" with regard

A history to the "option" mentioned in the original Memorandum.

On this subject is I feel necessary and attachments refute the above

mentioned paras.

"On receipt of the original memo. by the Pre-War Officers on or about 19th. December 1946 it was felt by many that insufficient time had been given to comply.

I was approached by a large number of the said officers on this point and as a result, telephoned to Act. C.I.McEwen, then medium of approach to the Commissioner of Police, informing him of this.

He informed

me that he too had been similarly approached and that as I had telephoned, he would consult with the Commissioner of Police. Later he telephoned and informed me that the date had been extended to the 7th. January 1947, as a result of this I informed the officers concerned.

The subject matter was discussed by a fully represented body of Pre-War officers. I occupied the chair and was empowered by the meeting to conduct this matter on behalf of the Pre-War Officers.

As a result of this meeting a memo. (copy attached) was addressed to the Commissioner of Police, an acknowledge- ment of receipt was received.

A reply dated 28/12/45 was received from the

A full reply dated 29th. January 1947, was submitted by me to the Commissioner of Police and para. 5 refers

to the said extension (extracted copy attached)

A reply dated 13th. February 1947 was received from

the Commissioner of Police (copy attached)

H.K. Police General Order No. 91 of 1947 Part One, refers to the said extension. (extracted copy attached) As a result of this General Order I addressed a meno. (copy attached) dated 12th. July 1947 to the Commissioner of Police. (The first attachment is a reply thereto)

It will be seen Sir, from this correspondence that my

requests are clear and at no time has my request for extensions been refused as is mentioned in para, one of the Commissioner of Police's nemo. dated 8/8/47 (copy attached)

Further Sir, I am unable to accept the statement that an inexplicable clerical error actually arose especially when concerning

a vital subject.
