Note of some points made by Inspector Shepherd, Hong Kong Police, at a meeting with Lord Listowel at 12.30 p.m. on 22nd March, 1948.
Inspector Shepherd's main grievance appeared to be that
a petition submitted by him on behalf of all the European
Inspectors of Police with pre-war service had not been dealt
with properly in that it had not been forwarded to the
Secretary of State.
The circumstances of the case were reported by
Inspector Shepherd to be as follows:-
(i) In late 1946 those European Inspectors who had served
in the Force before the war and who had returned to duty in
Hong Kong received a memorandum setting out revised conditions
of service.
(ii) A meeting was held with Inspector Shepherd in the
Chair and it was decided to reject the memorandum. A letter
was accordingly written with this in view, taking up, in
particular, (a) the question of the point of entry into the
new grades, and asking for it to be assessed on the basis of
the number of years service of each man, and (b) Pensions.
(iii) After a considerable amount of correspondence the
Inspectors decided that they were getting nowhere and on
(? 29th January?) 1947 they wrote asking that the memorandum
should be treated as a petition and forwarded to the
Secretary of State.
(iv) On 20th March 1947 Inspector Shepherd was informed
that the petition had been forwarded to the Secretary of
State.
