On the 19th May you wrote to the concerning
an appeal made to you by Sub-Inspectors M. Saul and
Richard Brown of the Hong Kong Police Force requesting
recognition of their previous police service.
2. I have now looked into their representations
and find that most of the points they raise have already
been fully considered, both by the Hong Kong Government
and myself. Nevertheless, as Mr. Saul and Mr. Brown
seem to be under some misapprehension, I cannot do
better than give you specific replies to the points
made in their letters.
3. On the question of recognition for pension
purposes of their Home police service, it would appear
that paragraph 4 of the Colonial Secretary's letter
(reference 5/1681/47C) of the 4th March, of which letter
Mr. Saul and Mr. Brown both attached copies in writing
to you, does not apply to them. The paragraph in question
is applicable to ex-members of the United Kingdom County
and Borough Police Forces serving in the Hong Kong Police
and does not apply to ex-Metropolitan policemen, which
Mr. Saul and Mr. Brown are. Mr. Saul and Mr. Brown have
already been told that, for pension purposes, they are
regarded as having been temporarily transferred to the
Hong Kong Police. This means in effect that, on their
