. I have now looked into the
representations of Mr. J.D.Brawn, a Sub-
Inspector of the Hong Kong Police Force,
which you forwarded to me in your letter
of the 26th May. I should explain at the
most
outset that all of the points raised by
already
Mr. Brawn have previously received very
careful and thorough consideration both
by the Hong Kong Government and myself,
and I am afraid that there is little in
his representations that is really relevant.
2. The question whether Mr. Brawn, and
other officers from United Kingdom County
and Borough forces, can be regarded as having
been "seconded" from their present forces
con cantiting how some papansion purpose, to their employment in Hong Kong is being
considered by the Home Office, but it is
very doubtful if it will prove possible to
grant this concession. It is important
to mention here that owing to the position
of Metropolitan and County Policemen being
considerably different, so far as home
legislation is concerned, much of what
Mr. Brawn says in the points numbered 1 - 6
in
