I have now loosed into the representabios of Mr. J. D. Bram, a Sub-Inspector of the Hong Long Police Force, chich you forwarded to be in your letter of the 16th lay. I should elplein t the outset that most of the points raised by Mr. Brun have already received very careful and thorough consideration both by the Hong Kong Governant and myself, and I on afraid that there is little in nis representations that is really relevent.
