I am directed by His Excellency the Governor to inform you that His Excellency has considered the petition dated 19th April, 1948, submitted by your Association on the subject of the terms of service of the Hong Kong Police Inspectorate.

I am instructed to reply as follows to the points you have raised, as summarised at the end of the petition:-

(a) Permission cannot be given for officers who have signed

their option forms to reconsider their options.

(b) The choice which is offered is between the old terms and

the new ones approved as a result of the Salaries Commission. No other option entailing modification of the old terms can be offered.

(c) In the case of transferred or seconded officers with service prior to 1st January, 1947, in a United Kingdom police force, the pension position of each officer will depend upon the outcome of negotiations which the Colonial Office is now conducting through the Home Office with the various local authorities. Transferred Metropolitan Police Officers, however, will receive a pension or gratuity in respect of their Metropolitan Police service and a separate pension or gratuity from the Hong Kong Government in respect of their Hong Kong service, if they eventually retire from either Police force in pensionable circumstances.

d)& Eligibility for a pension on or after attaining the age of 45 years with no more than three months' notice of the desire to retire will be retained by non-gazetted Police officers who elect to come on to the revised terms of service. Pensions will, however, be calculated according to the rates laid down in Pension Regulations B made under the Pensions Ordinance 1932 and not under the present Police Pensions Regulations.

(f) Your request that the scale of pay and allowances should

be increased, cannot be granted.

(g) His Excellency considers that no useful purpose would be

served by receiving a delegation.
