Petitioners appreciate that under the new system officers

gain during periods of leave and in calculating pensions.

Fuel and Light. That these perquisites were much appreciated and

in the present state of high costs Your Petitioners find that

charges for fuel and light are a serious tax upon their resources

especially, as, under the new scale no compensation is made for

this valuable allowance

Field, Hardlying and lodging allowances

That Your Petitioners

submit that these allowances should be granted in more circumstances

than are outlined in paragraph 24 of the stablishment Officer's

letter of the 29th. January 1948. That for example;

Officers in the New Territories are allowed 4 days

leave per month when they usually come into Hong Kong to

shop and for a change. That the hardlying allowance was

very useful to meet the cost of board and lodging in Hong

Kong on these occasions as no accommodation is provided in the

service

(b) Water Police That the launches at present in use are

extremely uncomfortable and quite unsuitable for the accomm-

odation of European Officers in the tropics That the service

therein is definitely" hard lying" and as officers are at sea

for 4 days out of 5 additional expense and discomfort is suffered

by these men

Medal, Drill, teachers, instructions allowances

That Your Petitioners submit that teachers and instructors

allowances should be allowed in line with other Departments of the

Government service
