perhaps a certain justification.

You may therefore consider that, in
the interests of the morale and contentment
of the Police Force, some concession might be
made to the men concerned whereby the Hong
Kong Government would assume responsibility
for at least a proportion of their pensionable
police service in the United Kingdom. I
appreciate that this concession would require
special legislation and that there may be
objections to it on general grounds.
4. I shall await your further observations
before submited the petition to the
King and should be grateful for your early' suggestions as to the terms in which
His Majesty should now be advised to reply
this particular point.
