see that economic conditions in Malaya

made it necessary to pay these officers

remuneration in excess of that which would

normally be paid in the rank which they

occupied. It is possible that the position

in Hong Kong to-day is similar, but it

would, as you surmise, be difficult to pay

higher rates to Europeans than to Russian

or Chinese Sub-Inspectors, and any increase

granted to the former would undoubtedly have

to be granted to the latter.
