In your despatch No.88 staff, you withheld comment on the petitioners contention that their total emoluments are inadequate, pending your further consideration of the Lo Committee's report on cost of living. When replying to my telegram under reference, please say whether, in view of recent increases in cost of living allowances, you are now satisfied as to the adequacy of the petitioners' total emoluments, particularly for married officers on or near the minimum of the scale. In particular, I should wish to be assured that no such conditions exist in Hong Kong as would be comparable with those referred to in the second sentence of paragraph 199 of the Malayan Salaries Commission Report.
