Mr. Radford's note at 28 has covered all the points admirably.

The root of the trouble is, of course, pay and I have some doubts whether for this class of officer it is really sufficient. In paragraph 14 of their petition the petitioners state that the minimum expenditure of a European Inspector for food, servants, school fees, rent and fuel is $900 a month £675 a year). In leaflet issued by the Royal Empere Imperial Society about which we are consulting the Governor it is stated that a married man would not be able to live satisfactorily in Hong Kong unless in receipt of a salary of $2000 a month (£1,500 a year).

The revised scales for Sub-Inspectors of Police in Hong Kong including the new cost of living allowances and expatriation pay are as follows:-

The different scales are accounted for by the different rates of cost of living allowance for single and married officers etc. The actual scales are,

of course, the same for all officers; normally an officer would, of course, have reached several points up the scale before being married and it may be assumed for practical purposes that his total emoluments would have to be at least £750 per annum.
