about the members of the Hong Kong Police Inspectorate who were recruited from U.K. county and borough forces,
the savingram from the Governor at (20) giving his comments on the two points mentioned in the last paragraph of the letters to M. P. 's at (14), (15) and (13).
The action to be taken with regard to (a) is, I think, quite clear. As the Governor explains at (6), the memorandum forwarded was considered by the Salaries Commission before they made their
recommendations and the two matters raised, viz. salary and seniority, have already been exhaustively dealt with. Inspector Shepherd's letter to Lord Listowel reiterates and expands what is said in the memorandum enclosed at (6) and also discusses a number of other matters, e. g.)
alleged misconduct and corruption on the part of certain members of the Police Force; irregularity and unfairness in the selection of officers for promotion; the appointment of gazetted officers from outside the Colony; his own claim to promotion and to pay for a period when he states he was acting as Chief Inspector; his resentment of the deduction of family allotment for his wife from his accrued salary for the period of internment. I think we should reply to both the memorandum and to the letter to Lord Listowel in the terms suggested by the Governor in para. 5 of his despatch at (6)? I have drafted a despatch accordingly.

The letter from the Home Office mentioned at (b) above finally disposes of any hopes we had of regularising the position of those members of the Hong Kong Police Inspectorate who were recruited from
County
