What promotion prospects exist for cach man, (i) here, or (ii) on return to his parent body? On his return would his service here be considered as fitting for his promotion?
We ask then, to be absorbed within the framework of the Hong Kong Police Force in our proper and natural sphere; that is, with our prov- ious service and rank counting for all purposes of pay, seniority, promotion and pension as though it had been served actually in the ranks of the Hong Kong Police Force. In granting this request, the Government will honour the promises made on its behalf by the recruiting officers of the Crown Agents for the Colonies and the late Commissioner of Police, Hong Kong, and afford us a measure of security similar to that which we previously enjoyed.
