This custom, with few exceptions, became the rule and
a respect by age retiring officers towards junior officers, for
promotion was obtained by the Dead mens shoes system.

This being the rule", an officer on joining knew where he
stood, and, providing-he passed necessary examinations, was-of
good character and received regular incremental advancements,
knew what his ultimate goal was and worked to that end.
The introduction at this late date of any new system of pro-
motions, no matter how attractive they sound or look on paper
definitely destroy's the planned carear, a thing that was to be
safeguarded by assurances given by the Rt. Hon. the Secretary State then Mr. .. Hall) in his letter of Gctober 1945

1. free quarters.
2. Free fuel and light.
3. Free Medical attention.
Nos. 2 and 3 having certain provisos.
These allowances are inducements offered on enlistment and as
such should be taken into account when an officer retires.

The quarters occupied by the officer at the time of
retirement be assessed, and, as in the percentage of pension
from-salary-received, a relative percentage added to his pensian.
Fuel and Light
Zuel and light allowance received during the
last year of his service be assessed and a relative percentage
added to his pensiun.
