The legal authority for the issuing of Soecial Memo. No. 50 of 1941 is to be found in Section 12 of the Police Force Ord. No. 37 of 1932.
This is the legal norers vested in the Commissioner of Police authorising him regarding the management of the Force. Therefore the said Special Memo., also Meno's issued before and s since are governed by this Ordinance

That our case has had the full consideration of the Salaries Commission is still erroneous and should never have been put before them.
I now request that our netition, less the Salary Scale, be struck from the record of the Salary Commission.

I have always been taught when stating a case to be straight-forward and honest go that no one should be confused. In all my correspondance I have endeavoured to bear out these principles and as I have received a mandate from the Prel war Officers to conduct this business on their behalf will do so to tl the best of my ability.
Should there be any shortcomings on my part I trust they will not be interpreted as insolence. The subject matter is too serious and involved for me to be frivilous.
- In conclusion, Sir, I wish to state that we, the Pre-War Officers, originally had no case to put before the Salaries Commission, our case was elsewhere or should have been, but since the Salary scheme of oura had been placed before them we were honour bound to appear
to appear on that subject only.
