Mr. Harol MacMillan. M.P.

House of Commons.

Sir,

Since addressing to you a communication last week which I

forwarded per Air Mail further communications between the

Commissioner of Police and myself have occurred, copies of which

I attach.

In the Commissioner of Police's letter dated 28.7.47 I

would like you to pay particular attention to para. 3 of same,

to say the least it is libellous for I stoutly deny the

accusation contained therein. With the exception of the Sakary

Scheme contained in our petition I never discussed any or all of

our memorandum dated 29.1.47. ( petition ).

It has now become obvious to me and many others that the

obstruction that we have experienced to-date is being enlarged

and that local responsible authorities are afriad to allow our

case to be heard. This procastination is causing a lot of

discontent

unnecessary XXX**UK and is now almost a daily occurrence to read

references to our plight in the leading articles of the local

press.

I take strong exception to the concluding para of the C.P's

memorandum, for, I have conducted my self in plain language but

now take pride in the fact that when language such as he has used

in this para. with he intention of intimidating me my language

has been too plain.

but my efforts

Trusting that I am causing you no inconvenien

on behalf of my brother officers have now reached

a pitch where I feel that I have taken the right step in placing

this matter in nort

capable hands.

Hong Kong.

I am, Sir,

Yours respectfully.

Shephand.

Inspector.
