Home Office Circular No.254/45

Recruitment to the

Hong Kong Police Force

The Hong Kong Police Force are anxious to recruit a small number of men from amongst the regular and auxiliary police in this country, and we should be glad if you would bring the enclosed Memorandum to the notice of your force. If there are any applicants who cannot be spared for the present, you should state, in forwarding their applications, that they cannot be released until the "freezing" Orders are revoked.

You will see that the conditions set out in the memorandum contemplate that any regular constables who come forward will be prepared to resign their appointments in this country. The Colonial Office are considering whether it will be possible from their point of view to accept some men on a secondment basis (i.e. with preservation of their pension rights under the Police Pensions Act, 1921) and the Crown Agents for the Colonies should be informed of any who would only be prepared to come forward on these terms. If secondment terms are to be offered, you and the police authority will be consulted first about any individuals in your force.

The Chief Constable,

Yours faithfully,

(Signed) W. H. Cornish.
