towards satisfying the petitioners on this score,
although it will not remove the cause of friction
love
between two groups of Hong Kong police.
This group comprises the petitioners on
the one hand, who maintain that their previous
approved service should give them a material
advantage over those officers without approved
Home police experience; and on the other hand
the remaining members of the force who, it is known,
contend that it is not giving them equitable treat-
ment to bring in officers from outside forces on
approved conditions, and thereby nullify their many
years of experience in the Colonial Police Force.
There is some force in the argument of
both groups but on balance the Governor's reply
seems to convey a just decision and should be
accepted.
For purposes of reference the salary
scale of the sub-inspectorate prior to the Salaries
Commission report was £260 £430 a year, and under
the report will be revised to £300 - £600 a year
plus expatriation allowance varying between £100
and £125 a year.
