The
of the Inspectorate, Hong Kong Police, who were
recruited in the United Kingdom after the war.
representations can be summarised, as indicated by the Governor, to three principal grievances:
1. that they were given to understand that their
Home pension rights would be preserved on transfer
to the Hong Kong Police Force.
2. That they were led to expect an improvement in
rank, which they allege has not materialised.
3. That their full previous police service has not
been taken into account when assessing point of
entry on the Hong Kong salary scale.
The Governor deals with each point
separately in his covering despatch.
Point 1. The petitioners, some of whom
served with the Metropolitan Police and some with
work,
various County and Borough Police authorities, before
they accepted employment in Hong Kong, say in
paragraph 24 of the petition that they were all
transferred to Hong Kong from United Kingdom Police
Forces under identical agreements an do the same work
and should obviously enjoy identical conditions so
far as concerns their previous pensionable service.
In dealing with this point, the Governor
emphasises that these officers realised that they
resigned from their Home appointments,but that they
allege that any Police officer who accepted transfer
to another Force in England is required to resign
formally from his original Force without forfeiting
pension rights; and that they considered a transfer to
Hong Kong was in no way different. The Governor is
