Entry points into gazetted Police officer's scale of officers promoted from non-gazetted ranks.

1. I agree that entry to the gazetted scale of officers promoted from non-gazetted renk should be governed by the half service rule disregarding only the initial point of that scale and not the whole probationary period.

2. I approve the promotion or Mr. L. R. Whant from Assistant Superintendent to superintendent with erfect from 1st January,. 1948, following upon the application of this rule.

3. I do not consider that the half service rule is appropriate in the case of transters from one territory to another in the same grade within the Uni Zed Service. The normal rule, which seeme generally equitable, is to allow incremental credit in the new scule equivalent to that enjoyed in the scale of the former post. The initial salary in Hong Kong of Mr. Clunie (to whose case you referred in your savingram No. 107 staff) was calculated on this basis.

I should however nee no objection to Mr. Clunie
