There were originally two vacancies for
Assistant Superintendents of Police in Hong Kong,
and ralestine were asked to recommend suitable
candidates. They put forward five names.

Mr. Clanie, ActingAssistant Superintendent, already sailed for Hong Kong, and Mr. Turner,
Deputy Superintendent has been offered transfer.
A further vacancy in Hong Kong subsequently, arose
and the remaining three Palestine candidates,
Messrs. Segrue, Fairroul and Greenhowe were suggested
to Mr. Mac Intosh the Commissioner of Police, Hong
Kong who is now on leave in the U.K. Mr. Mac Intosh
was not sufficiently impressed with the remaining
three Palestine candidates and said the only one whom
he would be prepared to consider was Mr. Segrue
(see Mr. Shute's minute of 3rd March). Mr. MacIntosh
has since intimated to Mr. Wallace that he would
like the remaining vacancy to remain. open until
he returned to Hong Kong, and Mr. Wallace suggested
that we should agree to the Commissioner's
suggestion (see Mr. Wallace's minute of 2nd April).
Mr. Segrue has since been suggested as a candidate
for a vacancy for Assistant Superintendent of Police
in Uganda, but I have suggested on 40015/3/48 that
Mr. Lodge would be a better candidate. for that'
vacancy. Mr. Segrue has also been uggested by
Palestine for secondment to the Gold Coast, out so
far as I can see he was not finally selected.
Perhaps Mr. J.K.Thompson would confirm this.
I think that Mr. MacIntosh's intention in
asking that the filling of this vacancy should be deferred until he returned to Hong Kong is to
tuen recommend a local non-gazetted officer for
promotion to gazetted rank. As Hong Kong
originally had no non-gazetted officer to recommend
for promotion, I think we should press for the
vacancy to be filled now by transfer of an officer
