side of the harbour. There must be a Superintendent in charge responsible to the D.C.F. D.B.

Plain Clothes Branch.

The D.C.P. in charge should have two definite branches under him (a) Crime (b) Political. For convenience (a) will be referred to as C.I.D. and (b) as Special Branch. There should be two Superintendents in charge of these branches responsible to the D.C.P.

Under the Crime Section there should be an A.S.P. who would supervise the Finger Print Bureau, and deportation and a second who would generally assist the D.C.I. (The C.I.D. would be represented at Hongkong Island and Mainland by two C.Is).

Under the Political Section there should be an A.S.P. (Chinese Affairs) and an A.S.P. (aliens including Indians and Passports). Directly under the D.S.P. there should be a security A.S.F. who would be responsible for the important work of the Combined Registry.

School: A Superintendent in charge directly responsible to the C.P. and should be responsible for welfare.

The Commissioner also requires an assistant in his

Responsibility for the control of narcotics does. not seem to have been settled yet although recommendations have been submitted many months ago. If it is to come within the scope of Police responsibility probably an additional A.S.F. should be added to the D.C.P. (C.I.D.) staff.

No consideration has been given to the War Activities Branch of the D.B. on the understanding that this is a terorary organisation.

The Hongkong Police Reserve as it existed in prewar days was undoubtedly an asset to the preservation of order in the Colony and an A.S.P. post is fully justified to ensure the efficiency of this auxiliary force.

When reference is made to Superintendents it includes Assistant Superintendents as the time scale contemplates assistant Superintendents, Superintendents and Senior Superintendents.

To provide for the establishment recommend ed

provision should be made for 2 Police cadets.

The total effective establishment would be 27 and this does not contemplate any leave reserve; to provide for this essential reserve there should be created three A.S.F. posts, bringing the total to 30. This total compares with Mr. Pennefather-Evans recommendation of 21, but the Commissioner

of Police did not provide for a leave reserve nor did he contemplate a drastic reduction of the British Inspectorate staff. The recommendations now submitted are claimed to be an economical and balanced establishment which discounts only in small part the inevitable development of the Colony.

This memorandum does not contemplate the requirements of the Prisons and Fire Brigade Departments which it is con- sidered should not form a Police responsibility in normal conditions.

There remains one point which deserves consideration and that brings us back to the time scale. It may not always be desirable to appoint the senior officer on the time scale
