The Water Police should be responsible for the harbour the water-fronts and all islands, It will be responsible for the steamer searching staff.
It must have a station in each sine of the arbour. There must be a Superintendent in charge res onsible to the D.C. P. D.B.

The D.C.. in charge should have two derinite branches under him (a) Crime (b) Political. For convenience (a) will be referred to as G.I.D., and (b) as Special Branch. should be two Superintendents in charge or these branches responsible to the D.C.F.

Under the Crime Section there should be an A.3.P. who would su ervise the Finer rint ureau, and deportation and a second who would generally assist the 0. I. (The C.I.D. would be represented at Hongkong Island and Mainl nd by two C. Is).

Under the political Section there should be an A. 3. P. (Chinese Affairs) and an A.3.P. (aliens including Indians and Jassports). Directly under the D.S.F. there should be a security A. S. P. who would be responsible for the important work of the Combined Registry.

School: A Superintendent in charge directly responsible to the C.P. and should be responsible for welfare.

The Commissioner also requires an assistant in his office.

The Hongkong Police Reserve as it existed in prewar days was undoubtedly an adset to the preservation of order in the Colony and an A..P. Post is fully justified to ensure the efficiency of chis auxiliary force.

When reference is made to Superintendents it includes Assistant Su erintendents as the time scale contemplates assistant Superintendents Supe intendents and Senior Superintendents.

To provide for the establishment recommended provision should be made for 2 Police cadets

The total ef ective establishment would be 27 and this does not contemplate any leave reserve; to provide or this essential reserve there should be created three A.3. F. posts, bringin the tocal to 30. This total compares with Mr. Pennefather-Evans recommendation of 21, but the Commissioner of Police did pot provide for a leave reserve nor did he contemplate a drastic reduction of
The recommendations now submitted the British Inspectorate staff. are claimed to be an economical and balanced establishment which discounts only in small part the inevitable development of the Colony.
