I enclose a copy of & c fidential despatch of the 14th of June, 1946, and a telegram of the 7th of July from the Governor, liong Kong requesting approval for an increase in the establishment of geuotted Police officere from 18 to 27.

are satisfied that this rather substantial increase is necessary end that the proposal should be approved as early as possible. The reesONS for the increase are set out in the despatch.

I shall be grateful if you will approve the additional expenditure involved, an estimate of which, for the current financial your, is given in paragraph 8 of the despatch.
