I recommend that Major J.B, Kite be appointed to Colonial Police Service and posted to Hong Kong to fill this vacancy. Kite applied for appointment in the Colonial Servico, either es administrative or police officer on 10 years' contract when he was in London
be before coming to Hong Kong. His application was wsuccessful, owing to keen competition for such posts. Your telegram of 15th January D.T,G. 152055 refers.

Kite has done extremely well during military administration and as my private secretary since lot May, 1946, I consider he is most suitable for appointment in Colonial Police Service, and I accordingly recommend reconsideration of previous decision, McDougall was going to discuse this case with you in England and I suggest that he should be consulted,
