I have the honour to acknowledge the receipt of
your Staff Despatch No, 6 of 13th June, enclosing an application
from Mr. A. A. Shaw for appointment to the Colonial Police Service
in Hong Kong. I desire to invite your attention to my Despatch
No. 55 of 1st August, 1946, on the subject of a similar application
by Mr. C. A.A. Nicol.

I stated then that there were no vácancies in the
gazetted ranks of the Hong Kong Police Force, but in the meantime
I have received your telegram No. 632 of 2nd August, authorising
an increase in the establishment to 27 gazetted officers. 090
As stated in my telegram No. 860 of 20th August,

1946, there are now three vacancies. I have recommended Major
Kite to fill one of these and I may recommend two non-commissioned
officers for promotion to the other two vacancies. There are a
number of non-commissioned officers now in the Colony whose claims
to promotion on the grounds of seniority, qualifications and
experience are considerably stronger than those of Messrs. Nicol
and Shaw. The applications of Messrs. Nicol and Shaw will, however,
be considered when recommending candidates for the two vacancies
referred to above.
