Inspector Louis Rampling Whant was born on the 10th April,
1898, and arrived in Hong Kong on the 14th Karol 1921, to assume the duty of
Frison Warder. On the 1st September 1921 he was appointed Police Constable
and in due course was promoted to be Inspector on the 13th November 1938.
There are no Chief Inspectors of Police suitable for promotion
to the rank of Assistant Superintendent and ir, ont is th in the list of
seniority of inspectors. Neither of the 5 inspectors senior to him is
considered suitable for promotion to Assistent Superintendent.

r. Whant has specialised in detective work and has proved
himself to be a very efficient officer. When I arrived in Hong Kong in
September 1945, Mr. Whant was Assistant to the Director of Criminal Intșa
gence and remained in the Colony in that post until 29th November 1945,
he was repatriateî,

He returned from leave on the 24th July 1946, and singe
return has been Acting Assistant Superintendent in charge of the Detou
Branch of Kowloon,

and I am satisfied that he is in every way suitable for promotion sa tw

It may be mentioned that Mr. Pennefather-f
published an order on the 3rd September 1945, granting Wr. Whant ?
Assistant Superintendent with effect from 1st September 1945, subjeti
confirmation by the Secretary of State for the Colony.
