I therefore recommend the promotion of two more officers in the
Inspectorate to complete the gazetted establishment.

named below were selected by a board of senior officers, instructed to
make recommendations on the same grounds as those mentioned in my
previous despatch.

The first officer recommended is Inspector Norman Burgess
Fraser, aged 42 years, who joined the Police Force on 4th April, 1928.
His full record has been lost, but I have recently commended him for
meritorious service. He is 43rd on the Seniority List of European
Inspectors and his present salary is £475 per annum. I recommend his
promotion with effect from 1st April, 1947. He has recently resumed duty.
In accordance with the rule for the assessment of the point of entry in
the salary scale set out in my despatch No. 228 of 13th December, 1946,
his salary on that date would be £570 per annum.

The second officer recommended is Inspector George
Alexander Carruthers, aged 42 years, who joined the Police Force on 25th
May, 1928, and who is now Divisional Inspector, New Territories.
the reoccupation of the Colony, he has been thrice commended by the
Commissioner of Police for meritorious service. He is 48th on the
Seniority List of European Inspectors and his present salary is £475
per annum. I recommend his promotion with effect from 1st April, 1947,
and on promotion he would be eligible for a salary of £570 per annum.

I should be grateful for early telegraphic approval of my
recommendations so that they may be put into effect on 1st April, 1947.
