I have the honour to refer to my confidential staff
(24) despatch No. 42 of 28th February, 1947, and to address you on the
subject of further promotions to the gazetted ranks of the Police
Force from among officers of the Inspectorate.

In the establishment of gazetted officers in the Police
Force there are two vacancies for police cadets who are officers on
probation, on a salary of £400 per annum, The number of police
cadets inevitably varies from year to year according to the rate of
recruitment and confirmation to the permanent establishment. It is
not therefore practical to adhere to a fixed establishment of two
cadets. In future I propose to designate all newly appointed gazetted
police officers as Assistant Superintendents on probation, and to
discontinue the use of the style "Police Cadet". This will entail
no alteration in the overall establishment or in the conditions
of service for police officers, and has been recognised in appointments
made under the rules contained in Colonial Office Pamphlet R.D.W. 6,
since several newly engaged officers have been appointed Assistant
Superintendents of Police on probation at salaries on the time scale
above £400 per annum.

In present conditions, it is essential to appoint to
gazetted rank officers with local experience who are otherwise suitable,
in preference to young inexperienced candidates from the United Kingdom.
I anticipate that the latter type of officer will not be required for
a year or 80. There are several very suitable officers in the
Inspectorate and quite apart from their value, such promotions will
