I am not clear why it is sugested that one of the vacancies should be allotted to Ceylon and one to Palestine. Surely the right thing to do is to tell both territories that there are two vacancies and invite them to put in recommendations. The recommendations would then be considered on merit, and it may be that both vacancies would be filled from Palestine.

I entirely agree that we should not single out Mr. Davies of Ceylon. On the contrary, if he is to be mentioned at all, we should express doubts as to whether he would be suitable, stressing the point that the officers selected will have to acquire a knowledge of Cantonese. The telegrams should also indicate that the officers are required immediately (see second paragraph of No. 32).
