I enclose a copy of Hong Kong despatch No.43 of the 10th of March, proposing the appointment of a Registrar of Co-operatives within the framework of the development Secretariat.
We have discussed the proposals in this despatch with both Sir Alexander Grantham, the Governor-designate, ENCLOSURES and the Secretary of state's · Advicer oa Co-operation.
The matter has also been considered by Sir Frank stockdale. As a result, we are proposing to reply to Hong Kong as in the enclosed draft, which you will see welcomes the development of co-operation in the Colony, approves the creation of a new post of Registrar of Co-operatives (which we think should have equal status with that of Director of Fisheries, for which the approved salary scale is £1200 z A50 £1400), and suggests as a long term organisation the establishment of & Bub-Department of Co-operation within the Development Secretariat.
