conditions of Hong Kong, in practice the most suitable arrengosent would be for an officer of the Hong. Service with knowledge of the language and experience of, and interest in, local economic and social conditions to

be designated for the post of Registrar of Co-operatives and to undergo a course of training in this country, in certain Colonial Territories, and possibly in certain European countries, before assuing duty as Registrar of Co-operative Societies. The period required for such training should not exceed approximately 9 months.

Experience in other Colonies has shown that such an arrangement is the most satisfactory method of inaugurating Co-operative Departments in Colonial territories,

4. I understand that this question was discussed with you in the Colonial Office prior to your departure for Hong Kong, and that you expressed your agreement in principle with the suggestion that an officer of the

Hong Kong service should be chosen for the post of Registrar of Co-operatives, subject to the satisfactory completion of a period of training. I shall be glad if you will now advise me of the name of the officer whom

you recommend should be so selected and the date from which his training could camence, in order that the necessary arrangements for suel training may be made.
