I have the honour to refer to your despatch No. 247

of 1st August, 1947, and to address you on the subject of the appointment of a Registrar of Co-operatives.

Whilst I agree that it would be most suitable to have an administrative officer of the Hong Kong service trained for this post, you will have observed from my confidential staff despatch No. 107 of 3rd September, 1947, that the demands on the establishment of administrative officers are very heavy at the moment, and will be still further increased during the coming year, owing to the necessity of honouring the promise of a short tour to interned officers. I shall therefore be unable to provide an administrative officer to undertake a course of co-operative training until at the earliest the winter of 1948/49. The Co-operatives Ordinance will be before the Legislative Council very shortly, and I intend to place its operation initially in the hands of a senior officer who will unfortunately not have been trained in co-operative practice.

I have been informed that Mr. J.C.W. Eustace of the Indian Civil Service might be interested in this appointment. He is now 41 years of age, and was appointed to the Indian Civil Service before 1937. He is rather older than the type of officer whose appointment was requested in Mr. MacDougall's telegram No. 956 of 6th June, 1947, but he might be considered suitable and be willing to accept a specific appointment as Registrar of Co-operatives, and if so, I suggest that he be offered the appointment on the scale £520 rising to £1,050 by 1 annual increment of £50, 4 of £25, 1 of £30, 1 of £100, 5 of £30 and 2 of £50, together with the usual residential allowance. This scale is a modified version of the cadet scale and is that applicable to Labour Officers. A suitable point of entry would be at £920 on the scale (10 increments). The scale and the initial salary would of course be subject to such alteration as may be accepted for Labour Officers on the recommendation of the Salaries Commission.
