I have spoken to Mr. Goodchild of the C. A. (Ext. 307) and asked him not to call Mr. Harper for an interview yet in view of No. 26.L If the Governor does not want Mr. Harper for the Income Tax post, it has been suggested that he might be interested in the post for Registrar of Cooperatives and I have drafted a telegram accordingly. Appointments Department (Mr. P. S. Moore, who is handing over to Mr. Bayliss) have been asked to hold their hand on the Registrar vacancy until we have a reply to the tel. As Mr. Harper has heard nothing from us since 30th September, we may be in danger of losing him if this is not dealt with urgently.

I have spoken to Mr. Surridge who agrees
that we should consider Mr. Harper for the post of Registrar of Co-ops, H. K. Mr. Surridge would like to see Mr. Harper if and when he arrives. So should I.
When we receive the Governor's reply to our telegram I think I had better send a little s.o.letter to Mr. Harper for Appts. Dept. (if they agree) to put in with whatever communication they send him.
Put a copy of this minute on "Registrar of Co-operatives" file.
