You will recall the suggestion in Hong Kong's despatch at No.1 that we should endeavour to second to Hong Kong for a period of one or two years a Registrar of Co-operatives to inaugurate Co-operative work in the Colony's urban areas, to advise on the staff that will be required, and to administer co-operative legislation when enacted. After discussion with Sir Alexander Grantham, at which Mr. Surridge was present, we replied to Hong Kong (see No. 8) that a better solution would be for an officer of the Hong Kong Service to be made available for training in this country and elsewhere as Registrar of Co-operatives.

2. Meanwhile Hong Kong had previously suggested (see No. 9) that the post might be offered to an ex-I.C.S. officer on a 3 years contract. You will see from Miss Whyte's minute of 4th September above that Mr. Grier considers there might be a possibility of finding a fairly elderly I.C. S. officer for the post on a 3 year contract and from the minutes of 4th and 5th September that if we could go beyond 50 years of age, there is a chance of finding an ex-I.C. S. man who has had actual experience of co-operatives in India.
