We discussed this question recently with Sir Alexander Grantham at a meeting in Mr. Mayle's room, at which it was agreed that we should write to the Acting Governor of Hong Kong as in the draft despatch opposite. You may care to expand the despatch in certain points. In particular, I have ventured to indicate the period of training that would be necessary: in suggesting 9 months, I had in mind that such a period was recently suggested in the case of an officer of the Sarawak Service who is also to be appointed Registrar of Co-operatives in that Colony.
We shall have to obtain Treasury authority for the creation of this new post of Registrar of Co-operatives, with the implication that it will lead to the creation of a new sub-Departme.it of Co-operation, and I suggest that the best way of obtaining their concurrence would be to send them a copy of (1) together with a copy of our draft reply for their concurrence.
