would need to be clearer as to the relationship between these two posts within the Development Secretariat. There seems, for instance, to be a slight contradiction between paragraph 2(a) and the end of paragraph 5 in the despatch.
I am inclined to agree with Mr. Carter that the new Registrar should be found from this country. Apart from the need for his having urban experience, the need for experienced Registrars in other Colonies is such that a transfer would hardly be feasible. As regards the salary for the Registrar; this would depend on his position vis-a-vis the Director of Fisheries whose position is, I think, a permanent and pensionable one at £1200.
