The existing Botanical and Forestry Department be abolished.
2. A Gardens Department be established under the control of the Municipality.

Functions.

The maintenance and care of the H.A. Botanic Gardens and of any other gardens and parks to be established in H.K. or Kowloon.
(2) The maintenance and care of playgrounds in H. K. and
Kowloon.
(3)
The maintenance and care of Government House grounds and those of hospitals, schools, etc.
(4) The planting and maintenance of avenues of trees within
the city limits of Hong Kong and Kowloon.

(5) The cultivation for sale of small plants of trees,
shrubs and climbers.
(6)
Advisory work in respect to city planning.
A Department of Natural Resources be established, with the following sub-departments.
(1) AFFORESTATION, see below.
(2) FISHERIES.
(3) AGRICULTURE.
(4, NUTRITION.

After a period of years this Department could, if it was thought desirable, be split into two, three or four separate units.
AFFORESTATION SUB-DEPARTMENT.
1. Primary Object: the afforestation of the Colony.

Secondary objects: the maintenance of roadside trees outside the city limits of Hong Kong and Kowloon: the introduction, establishment and distribution of forest plants of economic value, e.g. bamboos.
Headquarters: in the New Territories, preferably in the Tai Po Kau valley about half a mile south of Tai Po. Offices, library, herbarium, quarters for European and subordinate staff, nurseries, experimental plots.
Staff: a British Assistant Conservator of Forests, ? three or four British supervisors, assisted by a Chinese staff of forest rangers, guards, nurserymen and coolies. Chinese University graduates would fill the posts of head nurseryman and chief forest ranger.
