Attoned la • copy of a memor ndum by Dr. Geoffrey Herklots, making suggestions for developments in Hong Kong in the fields of egriculture, forestry, fisheries and nutrition, which, for relaons explained in the memorandum, he suggests should be dealt with in close co-operation.

Dr. Herklots had for number of years before the wer held the post of Roader in Biology at the Hong Kong University. He had done variou @ specil jobs for the Government, e.g. nad acted on one or two occasione de Superintendent of the Government Botnicsi and Forestry Department during absences on leave of the holder of the post, and had planned and initiated a fisheries reseron scheme. For sose time before the Japanese attack on the Colony, he had been employed full time on Government' work in connection with fisheries end otaer food supplies, and it is the present ideɛ tart he should return to the Colony in Government employment, t any rate for a period, to get certain new schozes going. During the brief period after the liberation of the Colony, and before his return nome, he had organised a co-operative organisation to handle the fisheries business.

I suggest that the Production Department should assume responsibility for examination of the proposals in the attached memorandum, but as others are obviously very much concerned, I have sent copies of this minute and of the memorandum direct to Sir Gerard Clauson, Mr. Blaxter and Eastern Department. No doubt when the main copy has been registered, the file will be circulated through them.
