Whether action is to be taken in respect to 1, 2 and 3 depends on the recommendations of the Advisers to the C.0. I have discussed these briefly with Dr. H. W. Jack and he shewed interest particularly in No. 3. This would involve considerable expenditure but should be a financial and economic success. No. 2 I am particularly keen on starting and it could be started in a small way and encouraged to develop. (This project should be referred to Sir Edward Salisbury, Director of Kew, and to the Director of the Imperial Bureau of Plant Breeding and Genetics, Cambridge - I have no doubt as to their replies; Sir Gerard Clauson may recollect that I discussed this with him in 1938 with particular reference to bamboos and citrus.)

Vice Admiral Sir Cecil Harcourt, C.in C. Hong Kong, accepted on 14th January 1946 the Vegetable Marketing Scheme outlined by me and worked out subsequently by a unit appointed by Brigadier D. M. MacDougall. This is the first step towards the establishment of Agricultural Cooperatives in Hong Kong. Capital will certainly be needed.

The Hong Kong unit consists of Father T. F. Ryan, S.J., R. A. Pereira and Lee Shiu Ying. Father Ryan is now acting as head of the Hong Kong Botanical and Forestry Department (from early January). His services will not be available indefinitely: his place will have to be filled by a competent man who will primarily be responsible for running the cooperative vegetable marketing scheme. I know of no one capable of this and probably will have to keep a personal eye on it until the right man can be found. No appointment comparable to that of Director of Fisheries is visualised as the Department is too embryonic.
