Dr. G.A.C. Herklots now on way back to
Hong Kong has recommended that Clifton Large, Senior Clerical and Accounting Staff should undergo course of study in the co-operative movement entailing visits to Norway and Sweden covering period of four to six months. It is further suggested that on return to Hong Kong Large should travel via Canada in order to undergo further study there,
After this training the recommendation is that Large should be attached on probation to the Secretariat for Development, where, if his work proved satisfactory, he should be confirmed in the post but if not he should return to routine departmental work.
Please telegraph your recommendations, namely, whether Large is considered the most suitable person for such training and subsequent duties, whether he can be spared for the necessary period (leave due to him expire on 11th June this year) and whether, if you support the recommendation, usual allowances and expenses should be paid.
