Herklots has raised with us the desirability of money being made available to him for mediate short-term colf-liquidating projects. I am not aware whether provision under Head of "Special Expenditure Development Secretarial" has been made in Estimates referred to in your telegram No.570, but if not I recommend that made for the purpose and, provided you agree, I will approach the Treasury for necessary monction, After consultation with Herklots it is suggested that £15,000 ehould be available for agricultural schemes; £5,000 for Elsherise schemes and 35,000 for miscellaneous schemes. Grateful for reply by telegram.
