With reference to my Savingram No. 274 of the 25th October, the Secretary for Development has now recommended that an artist should be appointed to his department at a salary of $2,000 x 10 increments of $100 and 10 of $150 to $4,500. Such an appointment at a lower scale of salary was included in the 1941 Estimates for the Fisheries Research Station but, although a considerable number of drawings will be required for this section of the Development Secretariat, I consider that it will be more satisfactory for the appointment to be made to the Headquarters staff of the Department so that the Artist's services will be freely available for Agricultural as well as Fisheries Research work. Dr.. Herklots assures me that there will be sufficient work to keep the artist fully employed.

The further expenditure of £15,000 for the Development Secretariat for which you propose to seek sanction included some provision ror technical staff. This was one of the appointments envisaged and I presume that a suitable candidate may be engaged as soon

as Treasury approval for the above expenditure is forthcoming. I should be grateful if I could be informed by telegraph directly the requisite authority is received.
